BSU (Belarusian State University) is Belarus's flagship classical university. Transferring to BSU is the most administratively complex of all university transfers — processing can take up to 2 months, and document legalisation is mandatory for most nationalities. This guide covers every step, fee, and what to expect throughout the process.

Your Exit Visa
Because you are transferring to a different university, your exit visa is 2 weeks. However, given BSU's longer processing time (up to 2 months), plan for obtaining a second 1-month exit visa at BSU and possibly a third. Each additional exit visa costs approximately $100.
Getting Your Documents Back
Request your exit list from your current university approximately 2 weeks before your programme ends. Retrieve all originals — you will need every document for BSU's thorough admissions process.
Documents to retrieve:
- Notarised passport translation (original)
- Study certificate from current university (original)
- Medical examination results (original)
- Medical insurance documents (original)
- School leaving certificate / O-level / A-level (original)
- Apostille or legalisation stamp on school certificate — required for most nationalities (see Notes)
- Any other originals held by your current university
BSU requires apostilled or fully legalised school certificates for most nationalities. If your documents were not legalised when you first arrived, discuss this with your agent urgently — it may affect your ability to enrol at BSU.
Zimbabwe, Equatorial Guinea, China, Uzbekistan, Kazakhstan, and countries with a bilateral recognition agreement with Belarus are exempt from the legalisation requirement.
If translations are missing, each costs approximately $25 through the inBelarus partner network.
Step-by-Step Process
Request your exit list from current university
Ask for your exit list approximately 2 weeks before your programme ends. Collect all signatures and settle all outstanding balances at your current university to get your documents released.
Retrieve all your documents and verify legalisation
Once you have your documents, check immediately whether your school leaving certificate has been apostilled or fully legalised. BSU requires this for most nationalities. If it hasn't been done, contact your agent immediately to assess your options.
Submit documents to your agent and fill in BSU application forms
Pass all documents to your agent for review. You will need to complete BSU's application forms. Your agent will submit everything to BSU and apply for hostel allocation.
Obtain exit visa from current university
About 1 week before your current visa expires, obtain your 2-week exit visa. Have all required funds ready (exit visa fee ~$100, hostel upfront ~$40–50).
Visit BSU with your agent
Your agent will take you to BSU to submit originals and obtain a temporary university pass. Pay all fees due on or before your last day of study (tuition instalment, interview fee, document review fee, platform fee).
Pay remaining fees and await processing
Pay the hostel prepayment within 5 days and the visa extension and insurance within the first month. BSU takes up to 2 months to process. During this time you will be on exit visa status — your agent will advise when to apply for the 1-month extension and whether a further extension is needed.
Receive your new TRP
Once BSU processing is complete, you receive your TRP as a BSU student. From this point you renew annually.

Processing Timeline & Exit Visas
Expected processing time
Up to 2 months at BSU. BSU has the most complex administrative procedures of all Belarusian universities. Every payment delay extends the timeline. Your agent will actively track progress. Do not be surprised by the length — it is normal for BSU.
How many exit visas to expect
2–3 exit visas. Plan for: (1) initial 2-week exit visa from your current university; (2) a 1-month exit visa once registered at BSU; (3) possibly a further 1-month extension if BSU processing extends beyond the first month. Budget ~$100 per exit visa.
Important Notes
DOCUMENT LEGALISATION IS MANDATORY at BSU for most students. Unless you are a citizen of Zimbabwe, Equatorial Guinea, China, Uzbekistan, Kazakhstan, or a country that has a bilateral recognition agreement with Belarus, your school leaving certificate must be apostilled or fully legalised before BSU will formally accept your enrollment. If this was not done when you first arrived, contact your agent immediately — your options may be limited.
CRITICAL — PAYMENT DEADLINES: Every delayed payment adds to the processing timeline at BSU. Missing visa or insurance payments can result in deportation. Pay all fees on time.
ANNUAL MEDICAL CHECKUP: If you have been in Belarus for more than 11 months since your arrival, BSU will require the annual medical examination (~$100) before enrollment.
BSU'S PROCESSING IS SLOW BY DESIGN: The university takes up to 2 months for administrative reasons, not because of errors on your part. Maintain your exit visa status throughout and trust the process.
