Public Agreement
Public Offer for the Provision of Services via the inBelarus Platform
1. General Provisions
This Public Agreement (“Agreement”) constitutes an official public offer by inBelarus (“Company”) to any legally capable individual (“User”) to conclude an agreement for the provision of services under the terms set forth herein.
Acceptance of this Agreement is carried out by performing any of the following actions: registration on the Platform, submission of an application, uploading documents, making a payment, or continued use of the Platform.
Upon acceptance, this Agreement shall be considered concluded and legally binding without the need for a signed paper copy.
2. Subject of the Agreement
The Company provides informational, organizational, and technical services related to admission to educational institutions in the Republic of Belarus, including digital tools for application submission and communication.
The Company does not represent educational institutions unless explicitly stated and does not make decisions regarding admission, visas, migration status, employment, or residency.
3. Rights and Obligations of the Parties
The Company undertakes to:
- Provide access to the Platform and its core functionality
- Process personal data in accordance with the Privacy Policy
- Transmit user data to partner institutions upon consent
The User undertakes to:
- Provide accurate, complete, and lawful information
- Independently verify requirements of universities and authorities
- Bear all expenses related to education, travel, accommodation, insurance, and living costs
- Comply with the laws of the Republic of Belarus and the User’s country of residence
4. Payments and Financial Terms
Payments, where applicable, are processed via third-party payment providers. The Company does not store full payment card details.
Fees paid to the Company are charged for organizational and technical services and are non-refundable, unless otherwise required by applicable law.
5. Limitation of Liability
The Company shall not be liable for decisions or actions taken by educational institutions, embassies, migration authorities, or other third parties.
Under no circumstances shall the Company be liable for indirect, incidental, or consequential damages.
The total liability of the Company shall not exceed the amount paid by the User for the relevant services.
6. Force Majeure
The Company shall not be liable for failure to perform obligations due to force majeure circumstances, including but not limited to government actions, legislative changes, pandemics, technical failures, or natural disasters.
7. Governing Law and Dispute Resolution
This Agreement shall be governed by and interpreted in accordance with the laws of the Republic of Belarus.
Any disputes arising out of or in connection with this Agreement shall be resolved exclusively in the courts of the Republic of Belarus.
The Company reserves the right to amend this Public Agreement at any time. The updated version becomes effective upon publication on the Platform.
